SHEEO Query: International undergraduate tuition

On June 8, 2012, SHEEO staff sent a query to the SHEEO agency finance officers with this question:

Which of the following describes how international undergraduate tuition in your state is set?

• International student tuition is a mandated percentage of the cost of undergraduate instruction.  If yes, please provide the percentage.

• International student tuition is indexed to the undergraduate resident tuition.  If yes, please provide the percentage.

• International student tuition is indexed to the domestic, non-resident undergraduate tuition.  If yes, please provide the percentage.

• International student tuition is the same as domestic, non-resident student tuition.

• Other (please specify).

Responses from states:

Alabama
In Alabama, according to State law, International student tuition would be treated the same as domestic, non-resident student tuition.  According to Section 16-16-4 of the State Code of Alabama, undergraduate students who are registered as  nonresidents are charged a minimum tuition of two times the resident tuition rate charged by that institution. A nonresident graduate student at an institution shall be charged a rate of tuition that is at least at the level of tuition charged to a nonresident undergraduate.  However, in Alabama tuition is set by the institution not at the State level so some institutions charge more than the two times rate. 

Delaware
We don't have any statewide policies regarding international undergraduate tuition, the policies are set at the institutional level.

Florida
For Florida, international student tuition is the same as domestic, non-resident student tuition.

Georgia
The response for the University System of Georgia is the 4th bullet:
• International student tuition is the same as domestic, non-resident student tuition.

Illinois
Illinois public university responses are provided below:
University of Illinois System (Includes Springfield, Chicago, and Urbana-Champaign campuses)
International undergraduate student tuition is the same as domestic, non-resident undergraduate student tuition at the Chicago and Springfield campuses.  At the Urbana-Champaign campus, international undergraduate students are assessed a tuition surcharge above the domestic, non-resident tuition rate.  The amount assessed is dependent on cohort (4-year guaranteed rates) and program of study (engineering is assessed a higher amount).

Eastern Illinois University
The policy at EIU is best described by the second and fourth bullets above. International student tuition is the same as domestic, non-resident student tuition. However, high achieving/talented international students pay an alternative tuition rate that is equal to tuition for resident students. International undergraduate student tuition equals 300% of undergraduate resident tuition (3.0 multiplier), which is the same as for domestic non-resident students. High achieving/talented international undergraduate students pay a tuition rate equal to 100% of undergraduate resident tuition (1.0 multiplier).

Southern Illinois University Edwardsville
Regarding which of the methodologies best describes how international undergraduate tuition is set at SIUE, the second option (i.e., International student tuition is indexed to the undergraduate resident tuition) is the most applicable one.  The out-of-state undergraduate tuition rate for both domestic and international non-resident students is 2.5 times the in-state rate.  The relevant policy can be found at:  http://bot.siu.edu/leg/appendix_b.html

Footnote #1 under the first section on undergraduate tuition rates includes the following: "1) New entering and continuing non-resident tuition is 2.5 times the in-state rate for Undergraduate and Graduate students."

Southern Illinois University Carbondale
International student tuition is the same as domestic, non-resident student tuition.

Governors State University
International student tuition is the same as domestic, non-resident student tuition.
You can find more information at:  http://www.govst.edu/tuition/ , which provides a Tuition Estimator for all students. Non-resident rates are computed the same whether domestic or foreign.

Western Illinois University
Western’s out-of-state tuition is assessed at 1.5 times the in-state rate.  This would apply to international students. Undergraduate students entering Western's Macomb campus in Fall 2012 will be charged $8,012 in annual tuition, based on 15 hours per semester at a $267.07 per credit hour rate.

Indiana
For Indiana, each public institution's Board of Trustees sets tuition and fee rates for all students. Each of the 7 public postsecondary institutions determine tuition and fee rates separately. The Commission only provides a non-binding recommendation for tuition and fees, and that focus solely on resident undergraduate students (the non-binding recommendation is by law, the Commission's policy has been to focus on resident undergrad rates and fees).

Iowa
For the 3 public universities in Iowa, tuition for international students is the same as non-resident.

Nebraska
Nebraska public institutions charge international students the same tuition as domestic, non-resident students.

New Jersey
Tuition is set by the individual college/university governing boards at New Jersey's institutions.

North Carolina
In North Carolina, the international undergraduate students pay non-resident tuition.  I would look forward to the summary survey responses.

North Dakota
• International student tuition is indexed to the undergraduate resident tuition.  If yes, please provide the percentage.
Generally, nonresident rates, which includes international students, is set at 267 percent of the resident rate.  Some select institutions have authorization to charge a lesser rate, including the resident rate.  Also, it should be noted this is the "posted" rate and many waivers are provided which tend to bring the net rate paid closer to 125 to 150 percent of the resident rate.  I anticipate this practice will be reviewed and possibly changed within the next year.

Pennsylvania
For the Pennsylvania State System of Higher Education, international tuition is the same as out-of-state tuition.

Tennessee
Tennessee does not have a formal policy on international student fees. Tuition and Fees are set by the Tennessee Board of Regents and the University of Tennessee for their respective institutions. Neither system differentiates between out-of-state, domestic students and international students. As a result, international student tuition is, by default, the same as domestic, non-resident tuition.
