About the Collaborative
The SHEEO K-16 Professional Development Collaborative (the Collaborative) is the group of individuals – from each state, district, or territory – with primary administrative responsibility for the Improving Teacher Quality (ITQ) State Agencies of Higher Education (SAHE) Partnership grants through Title II A, Subpart 3 of the No Child Left Behind Act of 2001 (NCLB). The SAHE Title II program is coordinated at the federal level by staff at the Department of Education. Individual state grant programs are administered by state-specific SAHE grant administrators. The SHEEO Collaborative, the network of all state SAHE grant administrators, is coordinated by SHEEO staff. Information for New Administrators
Welcome to your position as grant coordinator for the higher education (SAHE) Improving Teacher Quality (ITQ) state partnership grants authorized through Title II, Part A, Subpart 3 of the Elementary and Secondary Education Act (ESEA), reauthorized in 2001 as No Child Left Behind (NCLB). Collaborative Meetings
Two national convenings of the Collaborative membership are held each year. One, the SHEEO Collaborative Meeting, is organized by SHEEO and held every August in conjunction with the SHEEO Higher Education Policy Conference (HEPC). The other, the USDOE Title II, Part A State Coordinators’ National Workshop, is organized by the U.S. Department of Education and held in DC, typically in the spring or early summer. Data Surveys and Reports
The U.S. Department of Education monitors the grants disbursed through Title II, Part A funds via USDOE Monitoring Surveys. These surveys are required, associated with USDOE monitoring visits, and designed to be used for regulatory purposes. Meanwhile, initiated by the Collaborative membership, the SHEEO Collaborative Data Survey (SCDS) is completed on a voluntary basis by SAHE grant administrators and collated by SHEEO staff. The SCDS is designed to gather basic data elements that allow Collaborative members and SHEEO to proactively address accountability in the SAHE grants program. Information about and reports from each of these data surveys, as well as a new instrument in development, the SAHE Grant Outcomes Evaluation Rubric, are accessible through the link below.
Sample Documents
In the process of administering the Title II A SAHE grants, Collaborative members often find it helpful to examine sample documents prepared by grant administrators from other states. From time to time, SHEEO staff have assisted in this process by following up on Collaborative member requests for voluntary contributions of sample documents. We now have collections of sample RFPs, Proposal Review Forms, Reviewer Guidance Documents, and Project Monitoring Protocols, all of which are accessible through the link below.
Frequently Asked Questions
Over the years, SHEEO staff have collected and collated the answers to numerous Collaborative member queries. These queries, and the associated responses, are sent out to the Collaborative listservs within a month of the original query. Over time, we have found that certain queries arise repeatedly across the years.
