Dr. Whitfield joined SHEEO as an associate vice president in October 2015. She currently holds the title of senior vice president and chief of staff. In this position, Whitfield leads SHEEO’s data, research, and information resource efforts. Among her current projects is an analysis of the capacity of state postsecondary data systems and their effective use. Her research interests include student employment outcomes, aligning educational programs with workforce needs, and increasing student success rates. 

Prior to joining SHEEO, Dr. Whitfield was vice chancellor for research and policy analysis at the Kentucky Community and Technical College System (KCTCS). At KCTCS, she led policy analysis, strategic planning, and institutional research for Kentucky’s 16 public two-year institutions. Dr. Whitfield is a member of the National Center for Education Statistics’ National Postsecondary Education Cooperative and the National Student Clearinghouse’s Data Access Advisory Committee. She has served on a number of national advisory boards, including the American Association of Community Colleges’ Voluntary Framework of Accountability Planning and Advisory Committee, the Workforce Data Quality Campaign’s State Leaders, and the Indiana Chamber of Commerce’s Indiana Skills National Advisors Committee.

Prior to her work at KCTCS, Dr. Whitfield served as senior associate for research and associate for academic affairs at the Kentucky Council on Postsecondary Education, and as a policy consultant for the Kentucky School Boards Association. Dr. Whitfield holds a Ph.D. and an M.A. in history from the University of Minnesota, and a bachelor’s degree in history from the University of Kentucky.
