John Armstrong is a policy analyst at SHEEO where he has worked since the spring of 2014. John has authored multiple reports and white papers about the use of data systems at SHEEO agencies, and how to use the systems—and the data—to further student success goals. John manages the data collection for Complete College America’s Common Completion Metrics and prepares analysis files for use by CCA, SHEEO and SHEEO agencies. Recently, he co-authored an initial findings report on tuition, fees and financial assistance policies at SHEEO agencies. Prior to coming to SHEEO, John worked at the Minnesota Office of Higher Education where he wrote reports about for-profit postsecondary institutions, student debt, and loan default rates. He also drafted bills and policy briefs on topics requested by the Minnesota State Legislature. John has a master of arts in higher education from the University of Minnesota and a bachelor of arts in music education from the University of St. Thomas in Minnesota. Before working in higher education, he taught middle school band and music.
