The Survey of State Tuition, Fees, and Financial Assistance Policies project originally began at SHEEO in 1988. The survey was updated in 1993 and was further expanded in 1996 and 1999 in partnership with WICHE. The latest edition, "State Tuition, Fees, and Financial Assistance Polices for Public Colleges and Universities, 2005-06, " was published
in 2006.

The survey is not an inventory of tuition, fee, and financial aid levels per se, but rather addresses the philosophy and rationale behind decision making in the states and the various influences on individual programs and policies. Each edition of the survey adds new and revised items to reflect changing economic and political conditions in the states, providing useful updates to state policies while offering insight into new and evolving issues that have affected higher education costs and pricing, such as the growth of technology and distance education, the expansion of prepaid tuition and college savings plans, and the introduction of federal education tax credits.
