Student Transitions Project

The Student Transitions Project took place from 1996-2000 and was sponsored by SHEEO and ACT, Inc.  This multi-year initiative examined and supported state strategies that promote successful student transitions between education and work, focusing on the transition from K-12 to postsecondary learning experiences.

50-State Survey:
As part of the SHEEO/ACT Study of State Strategies that Support the Successful Transition of Students from Secondary to Postsecondary Education, SHEEO mailed a survey to all state higher education agencies in January 1997. This survey requested information on

(a) college admissions policies and practices, including "traditional" admission requirements (using high school coursework, grade point average, test scores, class rank, and similar measures to determine college admissions) as well as "competency-based" admission requirements (using standards that measure what students know and are able to do to determine college admissions);

(b) policies and programs supporting student preparation for college, and

(c) remediation policies and practices.

Site Visits:
Also as part of the Transition Study, over 20 states responded to our request to participate in site visits. We selected six states based on their progress in planning and implementing statewide plans addressing two focus areas that systemically link K-12 and postsecondary education. In Georgia, Maryland and Ohio, we examined emerging state-level K-16 efforts that use high postsecondary remediation and the need to help underprepared students succeed in postsecondary education as the underlying rationale for change. In Colorado, Washington and Wisconsin visits focused on the development of competency-based admission strategies. Site visits were conducted between April and July 1997. We asked each state to coordinate two-three day meetings made up of key political, education and business leaders. The study teams were comprised of SHEEO and ACT staff along with 10-15 representatives of state higher education boards, as well as K-12 and higher education leaders from across the country.
